AI in Pennsylvania

Governor Josh Shapiro's Executive Order 2023-19 (September 2023) set principles for generative AI in state government and created a Generative AI Governing Board advised by Carnegie Mellon University. In 2024 Pennsylvania ran a first-in-the-nation ChatGPT Enterprise pilot with 175 employees from 14 agencies, and through a December 2024 agreement with InnovateUS it provides no-cost responsible-AI training to Commonwealth employees. In 2026 the administration announced an AI literacy toolkit and an AI Enforcement Task Force (February) and issued guidance on acceptable AI use in hiring (March).
