AI in California

Governor Gavin Newsom's Executive Order N-12-23 (September 6, 2023) directed state agencies to assess generative AI risks and benefits, issue GenAI procurement and use guidelines, set up testing sandboxes and train state employees; the Department of Technology's TL 24-01 (March 2024) added GenAI disclosure and risk-assessment requirements to state procurement. On September 29, 2025 Newsom signed SB 53, the Transparency in Frontier Artificial Intelligence Act, which requires large frontier AI developers to publish safety frameworks and creates the CalCompute consortium. On May 21, 2026 he issued an executive order directing agencies to prepare workers and businesses for AI-driven workforce disruption, following an August 2025 no-cost AI training partnership with Google, Adobe, IBM and Microsoft for high schools, community colleges and CSU.
